COMMUNITY COLLEGE GUARANTEE
The Community College Guarantee is a scholarship program that covers 100% of in-district tuition and mandatory fees for eligible high school graduates from the class of 2023 or after, who are enrolled full-time (12+ credits) each semester.
All high school graduates starting with the class of 2023, are eligible regardless of family income.
Pell eligible students can also qualify for up to $500 per semester for other costs, including a refund for living expenses.
Community college guarantee Eligibility
- Complete the Free Application for Federal Student Aid (FAFSA).
- Be a Michigan resident since July 1 of the previous calendar year.
If you’re a dependent student, your parent(s) must also be a Michigan resident since July 1 of the previous calendar year - Be a U.S. citizen, permanent resident, or approved refugee
- Graduate from a Michigan high school with a diploma or equivalent
- Enrolled full time (12+ credits every semester)
- Enrolled within 15 months of your high school graduation.
Class of 2023 spring graduates: Must enroll by Fall semester 2024.
Class of 2024 spring graduates: Must enroll by Fall semester 2025.
If you graduated at a different time of year, and are concerned about initiating in time, contact your schools financial aid office.
Renewal Requirements
CCG is renewable for up to three years at a community college.
To renew your scholarship, you must:
- Complete the FAFSA (Free Application for Federal Student Aid) annually
- Continue to live in Michigan
- Continue to enroll in college full time
- Continue to earn credits and meet your college’s Satisfactory Academic Progress policy
CCG students are also eligible to transfer to a four-year college or university. If you’re earning a bachelor’s degree, you can renew your scholarship for up to five consecutive years.
Difference Between In-district and Out-of-district
CCG covers in-district tuition and mandatory fees. Out-of-district students will receive a significant discount.
Example:
If the in-district tuition rate at a particular institution is $100 per credit hour and the out-of-district rate is $150. CCG will pay for tuition at the $100 per credit hour rate and the student would be responsible for paying for the difference. Other sources of aid may be available.

MICHIGAN RECONNECT
MICHIGAN RECONNECT (MIRC): Now expanded eligibility to include 21 – 24-year-olds
Michigan Reconnect is a last-dollar tuition free scholarship program that covers in-district tuition rates and mandatory fees for eligible students.
MIRC Eligibility
- Be at least 21 years of age at time of applying
- Been a Michigan residence for one or more years
- Have a high school diploma, GED, or certificate of completion
- Have not yet completed a college degree (associate or bachelors)
To apply:
- Complete the Free Application for Federal Student Aid (FAFSA).
- Apply online for Michigan Reconnect. The application will be available August 17, 2026. The application takes less than five minutes to complete and can be done on a mobile phone. If you are having difficulties on your mobile device, it is recommended to use a different browser or computer.

MICHIGAN COMPLETITIVE SCHOLARSHIP:
No longer accepting applications for 2023 high school graduates and beyond
The Michigan Competitive Scholarship helps pay for the tuition and mandatory fees for Michigan residents. This scholarship is based both on academic merit (as determined by the State of Michigan) and financial need. MCS eligibility ends after a student has completed 10 semesters, earned a bachelor's degree, or when a student has been out of high school over ten years, whichever occurs first.
MCS ELIGIBILITY
To be eligible for MCS, a student must:
- File the Free Application for Federal Student Aid (FAFSA) by the deadline set by the State of Michigan (typically July 1st)
- Achieve a qualifying score on the SAT of at least 1200 prior to entering college
- Demonstrate financial need
- Enroll in at least six credit hours for the semester (The classes must be required with the degree program.)
- Have earned a high school diploma or recognized equivalent
- Be a Michigan resident (if a dependent student, the parent must also be a Michigan resident)
- Be a U.S. citizen, permanent resident, or approve refugee
- Not be in default on a federal student loan
- Meet the institution's Satisfactory Academic Progress Policy
- Maintain a minimum cumulative GPA of 2.0
